Drainage near John Stine Road was the main topic of discussion at Monday's City Council meeting as Ellis Drive resident Dolores Denton addressed the Council about her concerns.
"There seems to be lot more water accumulation [than before] and there is no place for the water to go," said Denton.
"The water does run off fairly quickly when the rain stops. [However], I think there is a bigger picture out there that someone is missing. There is no gully [and] no drainage ditches," said Denton.
"Once water gets into my house, it's in my house whether it's gone in 10 minutes or not."
And Denton isn't concerned with only Ellis Drive, but the entire area surrounding her home. She expressed her concern about the upcoming project on John Stine, emphasizing the need for attention to proper engineering to keep from worsening the problem. She also stated that even with that, attention still needs to be paid to the entire area on that end of John Stine.
"It's a situation that needs to be addressed. The whole area needs to be addressed," said Denton.
Mayor Dan Cupit responded to her concerns, stating that he hopes to relieve the problem not only through the John Stine Road project but through capital outlay funding.
"I would like to reassure you, we are aware of it. Hopefully, we can get some funds to take care of it," said Cupit.
In other business:
•The Council agreed to place a moratorium on mobile homes in the area from Sampson Street East to Miller Avenue and from Sulphur Avenue South to Railroad Avenue.
•The Council approved entering into a joint service agreement with the Police Jury to coordinate services for the Louisiana Office of Addictive Disorder's Strategic Prevention Framework State Incentive Grant. Funds are provided to parishes to combat underage drinking and drug abuse. According to Assistant Chief of Police Briggs Becton, the funds will provide for additional DWI checkpoints, education for children and adults, and allow officers to conduct what they call a 'party patrol', going into the high risk areas where kids tend to congregate, drink alcohol and use drugs. It will also allow for more compliance checks at gas stations, bars, and any other place that might distribute alcohol to underage children. Becton also stated, in last week's Council agenda meeting, that funding could also be used for more laptops in vehicles and for a simulation vehicle for schools.
"This joint service agreement allows the City of Westlake and Westlake police officers to participate with the parish in these activities," said Becton.
He emphasized that it was a parish-wide initiative and that Sulphur, Iowa, and the Calcasieu Parish Sheriff's Office already have agreements with the Parish.
•West Trace's entrance on the west side from Myrtle Springs Road now has a name. The Council approved Pelican Drive for the road.
•Members agreed with Chief of Police Jeremy Cryer's recommendations to rehire Katy Perry as a full time police officer (dispatcher) and to promote Randy Booth to Sergeant and Eric Borel to Corporal with the Westlake Police Department.
•Final reconciliation for the golf course development was approved.
