The Sulphur City Council authorized Mayor Mike Danahay to join other entities in Calcasieu Parish in conducting a feasibility study concerning a bike sharing program at a special City Council meeting Monday following a public hearing on an ordinance approved at the regular meeting earlier this month.

The City of Sulphur will join the City of Lake Charles, Calcasieu Parish Police Jury, Southwest Louisiana Convention and Visitors Bureau, and the Community Foundation of Southwest Louisiana. The proposed program allows a person to rent a bicycle for a period of time through a smartphone app and pay per rental or through a subscription.

The renter could return the bicycle to the initial docking station or another location around the city for use by another renter.

The council, with the exception of Mandy Thomas, approved the agreement. Council Chair Dru Ellender was not in attendance.

“There is virtually no cost to the city,” said Danahay of the program. He said the previous administration committed to participate in the study. “We at the City of Sulphur feel like we need to honor our commitment,” he said.

The CPPJ, City of Lake Charles, and CVB will put forward $10,000 each for the study. The City of Sulphur and the Community Foundation SWLA — through a private donation — will pay $5,000 each. Danahay said the city’s share will come from the Mayor’s tourism budget. “The way that will be constructed is that the invoices for Movies in the Square will be submitted to the Sulphur Enrichment Fund at the Community Foundation and fulfilled by private donations,” said Danahay. “Thus offsetting the cost incurred by participating in the bike share study.”

In other news the council:

• approved the Mayor’s recommendation appointing Stacy Dowden Director of Public Works.

• annexed property located at 2929 Hwy. 1256 at the request of Hankins Sulphur Investments, LLC., and accepted a Right of Way Easement on Stillwell Street to provide a sewer line to the property.

• accepted a waterline utility easement for property located between the dead end of Business Drive and the dead end of Teal Road to improve water pressure for the surrounding businesses as well as improve fire protection.

• authored the purchase of 1.3 acres at 201 E. Verdine St. for $185,000. The property is adjacent to the Verdine Street water plant and will be the site of a water storage tank.
